Independent Economic Commitment Control

A control layer that does not choose the procurement or commercial action for an agent. It evaluates a specific proposed economic commitment after the action has been proposed and before execution becomes economically binding.

Supported counterfactual

An economically relevant alternative state or action supported by available evidence. ECC does not treat an agent-declared alternative as automatically sufficient merely because the agent proposed it.

Decision Receipt

A verifiable record of a control decision and the evidence, materiality and decision path supporting it. In ECC, the control outcome is ALLOW, ESCALATE or DENY; execution remains outside the ECC boundary.
