The control gap
Permission is not the same as economic supportability.
Agent identity, delegated authority, business intent, runtime policy, spending limits and transaction controls can all pass. That still does not answer whether the specific commitment is economically acceptable relative to a better supported alternative.
ECC is designed for that narrow boundary: the moment after an agent or optimizer proposes an action, but before that action becomes economically binding.
